Its not about whom getting what part of Nepal. The idea is about decentralizing the power and resources from Bagmati Anchal. The bottom line is to utilize the tax earned in each sangh within the sangh with mininum contribution towards the federal government. Sort of what USA has.

But the key issue with Nepal is Honesty and work ethics. Regardless of what system is implemented as long as people are not honest and do not have work ethics no system will work. If kings had work ethics and honesty, Congress wouldnt not have been born, if congress would have honesty and work ethics, UML would not have come forward, and if UML and congress were any good Maoists would not have come. Now the Maoists have shown some work ethics higher than UML, Congress and Kings but they are equally responsible for bastardization of the concept of honesty.

All Nepal needs is about 50 honest, ethical and Nation Loving leaders and any system would work.
