as far as i can tell vista does not support cognos that well, donno bout version 8, you can install cognos7, and powerplay but you still will encounter some problem running it. a fren of mine was trying to do the same with his pc did not work for him.

best thing would be to stick with xp, downgrade vista to xp, i know nothing will run but you will be able to run cognos.
it is up to you to decide the importance, graphic and sound or the software.
unless you have the latest version of cognos, it should work with vista.
