Chief of Army Katuwal has hinted in meetings with Staff Officers that in a crisis situation they will take over reins of the govt, install a civilian PM and conduct election within 6 months.

Prachande was talking with Girija for couple of hours in closed door meetings. After the meeting Prachnde left out of Girija's residence, since then there no sign of him.

"Insure" makes sense actually! They want declaration of republic and removal of ceremonial monarch (without legal manadate) as an"insurance" before heading to the polls!
