I am looking for information about the affordable college/university for somebody starting as a Undergrad/freshmen. Are there any universities that would provide in-state tuition for freshers or need - based financial aid to international students?

When you have too many options, narrow down the school by location. For example you can see the schools in minnesota. Pick a particular school in minnesota, go to their website and check the information for international students. If the school offers in-state tuition for international students, it should be mentioned on the website. I picked minnesota for example because i know many schools there offer in-state tuition for international students during freshmen year.
