You can get as many OPT as you want as long as you graduate with a degree. Go for another masters. My friend got MBA, used up his OPT and then graduated with MA in psychology.

Are you sure about getting the second masters? may be your friend did not use the OPT for the masters program. I was wondering whether it has to be higher level? eg: masters to phd not masters to bachelors. I would appreciate if anyone has gone through such situation.

I m sure you can get only one opt per level. One for bachelors, one for masters n one for phd.

Yes legally speaking you can have one OPT per academic lavel but it is not impossible to get second one. Having said that, it has to be justifiable to go for second degree. I have not seen anyone denied but they all graduated with different majors the second time. Also, i do not think it is a good idea to do Bacholars in your case.
Go for second Masters but different field so you can have better odds !!

F-1 students are eligible for up to 12 months of initial full-time OPT for each higher degree level - a year for a Bachelor's, Master's and Doctorate This does NOT apply if going to a lower degree (i.e. Master's to Bachelor's) or to a similar degree (i.e. Master's to second Master's degree). Post-Completion OPT years cannot be combined or split. You will not receive additional OPT time if you complete another degree at the same level (e.g., two master's degrees) or a lower level (e.g., complete a master's degree and then go back to school to complete a second bachelor's degree).

This is what I found in ice.gov page, an F-1 student who has attended an SEVP-certified college, university,conservatory, or seminary on a full-time basis for at least one academic year may be authorized for up to 12 months of OPT per education level.
