Dear Spy I do understand the new restrictions but my question is that suppose some one will get sponsorship by Indian Consultancy and get H1, than can he/she work with the TARP fund receiving companies as consultants as he/she will have h1 from Indian Consultancy and they do not need to sponsor any H1. Thanks

Directly or indirectly can't be allowed to work in TARP fund receiving companies for aforementioned period (either corp to corp, 1099 or W-2) for 2 years, once the enjoyed the bailout money.

I think Everst2 is right except: Are There Exemptions? Generally, employers who are H-1B dependent can claim one of two exemptions - having salary higher than $60,000 or having a master’s degree - and avoid having to provide the additional attestations. However, these two exemptions have been made explicitly unavailable to TARP companies.

Dear Target Green So if someone have master degree and salary above 60k per year than the H1-B restriction will not apply on them. Is that what you mean to say. Thanks

nope, H1B dependent employer who takes stimulus plan (lets say Oracle/Microsoft/etc) can hire H1B with one of two exemptions.
