Pulchowk moves to terminate missing teachers KOL Report KATHMANDU, June 1 - Pulchowk Campus has decided to terminate the salaries provided to eight of its teachers who had been sent to Canada for studies under government quotas nine years ago and have gone missing since, said news reports. The teachers had gone to study in Canada in 2052 B.S. for three years under quotas provided to Pulchowk Campus, reported the Kantipur daily. But nine years later the college has still not heard from them. The move to terminate their salaries, and effectively their positions, comes after Tribhuwan University?to which Pulchowk Campus is affiliated?asked all the colleges to so do for teachers who had remained absent for long periods of time, according to the news report. ?After they did not respond even when they were informed time and time,? said Assistant Campus Chief Deepak Chandra Neupane, ?the termination has been recommended.? The teachers had been drawing salaries from the college, even when on leave for their studies, said the Kantipur report. According to the report, teachers who go abroad for studies under government quotas retain their salaries during the time they stay on leave for their studies. First the teachers get a one-year leave period and then can get a total of five more years during the whole of their tenure. They can also get three years of unpaid leave. ?We tried to get in touch with at all the addresses we had,? said Neupane. ?? they never contacted the campus once.? Pulchowk Campus authorities said the move to terminate their salaries was being taken after all the total period they could take leave for had run out, the Kantipur reported. The report, however, did not mention whether anyone had been drawing the salaries provided to those teachers up until now. It is mandatory for all those going abroad for studies on government quotas to come back and work here itself for three years. Those not fulfilling this commitment can be made to compensate for the breach. The eight whose salaries are now being terminated also went to Canada making this commitment, said the report. Another eight teachers who had also gone to Canada with them resigned after their leave periods ran out. Increasingly, those going abroad to study on government quotas are abusing the opportunity, the report quoted Pulchowk Campus? Neupane as saying. ?Before this too there were teachers who had gone missing in the same manner.? (yv)

Well the reality is very simple and straight forward there Whoever he is, he cannot use Nepali as a primary language for communication in Canada so for anyone whose native language is not English has to state English as a primary language for written and verbal communication in Canada. The rest of the other languages he knows becomes second, third (and so on) language. For him to state Nepali as a primary language in Canada there should be several million people in Canada who can understand Nepalese language. For example, in the Canadian province of Quebec, almost half of the Quebec residents state French as their primary language for written and verbal communication and english as second and other languages as third and so on because there are several million people whose understand French and they speak and write in French. This doenst make anyone who speak and write in French any worse than the ones who speak and write in English and vis versa. I dont think there are much serious issues to debate on when anyone states other languages as their primary language of communication when their native language is not English. It becomes much more trickier when: What will the children of immigrants do who have arrived in US or Canada or UK when they were very young or born in US or Canada or UK ? Should they state Nepali as their primary language of communication in these countries ?

In terms of communication language, I almost agree with Khaobadi's logic. But in Canada french and english are both official language. So in the following one, Second language is FRENCH, it means this guy studied in english with second laguage as french perhaps... and he can communicate well in french as well... therefore he writes english as first language while french as second laguage. - http://www.usask.ca/mindfields/db/1/411.html But in this case, a person writes french as working knowledge, meaning he is not expert in french. (working knowledge) - http://www.usask.ca/mindfields/db/4/414.html So, if these both guys go and live in Quebec, then the first guy might write french as first language with second choice as english, since french is predominant there. But the second guy cannot do that. Otherwise, don't write anything like these guys below have done. - http://www.usask.ca/mindfields/db/1/11.html - http://www.usask.ca/mindfields/db/8/208.html Now who cares about hindi, nepalese begali language, they are not even official language. But since Nepalese being not official language yet it's your mother language, it's not appropriate to term it a second laguage... he ba ba... you are not required to say that you have only one first language.... it could be several first languages. Coz Dr karki is damn proficient in Nepali, he can write, read, speak better than english. There is not need to put nepaelse as second laguage for him.. he could have shut off as others did!!!!!

Rahulvai: you are right they are board listed people... but the couple (wife Board first in SLC and Husband -Nepal topper in I.Sc.) you are talking about may or may not be in that bhaguwa group. They actually went to UK Manchester and another city for MSc. 1 year course.. they did the course, also tied the knots, came back to fulfil the teaching job as per bond that was associated with the scholarships they got for that studies. But as I heard, the husband went to Canada for phd, wife simply followed him ... but that phd study was not under scholarships through IOE. It's through the personal contact with canadian professor who visited IOE... lucky dudes.. the professor recognized their talents!!! So scholarships part is not there in their case... but did they resinged the posts at IOE after going to Canada.. I have no clue.. were they drawing salaries until recently IOE release that news? I don't know... Most probably they did, that's my guess only hai. Do you think Dr Anil Tuladhar one of those bhaguwa teachers? I heard he is also in Canada or USA, he went for phd in Vancouver UBC.

But not to forget, there are other Sirs, who actually came back and still serving IOE after their MSc and Phd... My respect and salute to those Sirs, such as Purushottam Shrestha, Bhakta Bahadur Ale (another SLC Board First), Tamarakar Sir from electrical dept forgot his name.who indeed came back for the country. Hats off to those Sirs.

Prem dai, I didn't know how the couple entered Canada but certainly knew that both were permanent teachers and recently they have been dismissed as "Bhaguwa Khali". Only I feel bad about them is they did M.Sc. from TU sponsored seats and had to work at least for 7 years. Rastra ko sampati ko duru payog ko namuna ho tyo pani Aguwa haru le. Aguwa, Haguwa,and Bhaguwa. Prem dai, I know only one Dr. Anil Tuladhar who is a medical doctor residing in UK. He was also Board First in SLC.

Anyway, the series seems to have already begun. Just my $0.02 1. What I intended to say was if that is done at an institutional level, that would have been more effective. For example, So far, * the name rajesh karki was publicized by Prem_dai * the names Nisha Dhaumadel and Binod Sir were publicized (ultimately) by OK * lets say, i feel left behind in the race, so two more names were publicized by shree5 those names themselves fairly know the person who publicized their names. But for others, who is prem_dai? who is OK? who is shree5? what is their authenticity? can they testify it elsewhere in their true identity? Had prem_dai, rahulvai, OK and shree5 contributed for an organization that was dedicated to expose the corrupt folks who have fled nepal after significant corruption, and the same thing done at an organizational level, it would certainly have had results reaching beyond a sajha.com thread. 2. What is the extent of their crime? As I had earlier said, they are morally wrong but legally just fine. Furhtermore, each are like proven brains of Nepal who would otherwise have no problem coming to Canada or USA or UK. They stayed here after Pulchok Campus sent them. But while in Nepal too, they were selected on the basis of merit and could have come to Canada at any time later on their own regardless of whether they had gotten the pulchowk campus' avenue. Keeping this in mind, are we also volunteering to publish the names of some other rather-likely criminals. Heard that Govind Raj Joshi owns two gas stations (petrol pumps) in hte USA. Anyone venturing out to publish the street address and phone number and zip code for that? A straight calculation shows that unless you are a top notch businessman, you can not support your kid for undergrad or grad education in the US from Nepal. There are thousands of such kids-of-civil-servants in the US. I expect some consistency from our friends to follow the example of these engineers and publish their names in sajha.com (not for pen-pal kinds of stuff, but as a criminal) Sorry friends, I really appreciate what prem-dai or rahulvai or OK intends to do, but I am not happy with this approach. Just my thoughts, never mind, there sure are other avenues where I will be able to assist you guys. Keep rolling...

Shree5, We, by inquiring information about the intellectual crimes, are not doing something that is unethical and is against humanity. We are doing this because we are accessible to the information and it is directly related to our professional career that matters us. I do not think that we are going to file a case against them or harass them using our anonymous identities. At the maximum, what we can do using this Sajha.com is to identify them, to have knowledge about them and know them well so that some other people who are planning to do the same even today will be discouraged. [Example, note that only after our exploration after Kantipur news, they are going to help to Pulchowk Campus because they must have realized their mistakes by now. If we did not do these, they would not care... this is indeed good news for Pulchowk and I hope those people won't refer other to do the same what they did]. If we do not circulate information about such crimes, we may have completely different perceptions on them, we may vote them in election, we may choose them as our leader; all because of the lack of our knowledge. What I am trying to say is our current explorations are just limited to acquire knowledge on them and have a perception on them based on their activities. I can not inquire business people or politicians because I do not have any access to the information. I hope some other people related to them will do the same. Moreover, there is a clear difference between Govinda Raj Joshi/Khumbahadur Khadka and Pulchowk Campus's teachers. Intellectual crime is a dangerous lesson for the society than the business and/or political crime and, we should discourage this accordingly. Whether a crime is BIG or SMALL does not matter. Pulchowk Campus's teachers are highly intellectual personalities; most of them are from SLC board rank. There is no doubt that they can go aboard and settle in their personal capacities. If they do without hearting our institute, it would be beyond our interest. However, when they did a crime with complete knowledge or some cooked-crime, it is also our duty to discourage them, at least for let others repeat the smae activities in future. If you guys say that they are supposed to serve 7 years at IOE after completing the scholarship studies from Canada or elsewhere, I may be able to give one more name from that group.... My search in Canadian Theses Serch site shows one person who fits in that category who did MSC. and Phd within 7 years period and then never went back to Nepal. The Msc. was done in IOE's scholarship while Phd was done like Binod KC Sir did on his own effort... but After MSc. should he be teaching for 7 years at IOE? Please confirm if that 7 years issue is Correct one.

Did googling.... "canadian theses" to find this as shown below. If Masters degree thesis was completed in 1993, it emans he has to serve 7 years.. but looks like he didn;t, went back to Canada without fulfilling 7 year bond, and the phd completion was in 1999. That 2001 shown is not correct, the pdf thesis says 1999 was the year of completion. Dos any one know about this Sir? You see, some of these guys from pulchowk college are talking about their teachers' tatoo, afno jeu ma kori nadekhne. If you were a IOE student, you are not bound to serve nepal by law but you guys are bullllshhiting about the ethics and values. Shame on you. YOU are the gifted ones and deserve the scholarship but who paid for your education?

Prem Dai, Yes, of course, according to TU RULES and regulation, once u have been study leave on official or non official seat, you won't get any leave for next 5 years. If you did MSc or PhD from official seat, u have to serve at least 7 years to that organization, otherwise s/he must pay the whole expenses of that study.
