I hope this DIG Gopal Man Shrestha does not go unpunished. He should be demoted immediately and jailed. He should not only get the penalty of driving without license and running the redlight - just like any other citizen - but his punishment should be exponentially more precisely because he is a police who broke the law and did not even care. No wonder Maoists can make their claim! People like these make ordinary citizens to run into Maoists' embrace. I am sick and tired of people with responsibility abusing their power in such blatant way. This is like slapping all Nepalis and spitting on their face and saying, "lu khayis, khucching". No wonder our country is such a shameful position. Thank you Mr. Kiyoshi for making your stand without any trepidation. I, as an ordinary Nepali, salute you. And am shameful of our feudalistic police force who not only let theis lawbreaker DIG Gopal Man Shrestha go, but also saluted him while he broke the law. ------------------------------------------------------------ You are reading: The Kathmandu Post >> Front Page ------------------------------------------------------------ Where is your license DIG? POST REPORT KATHMANDU, May 18 - Traffic rules do not apply to police officers. Consider this: DIG Gopal Man Shrestha of the Armed Police Force was caught red-hand driving without a license by a Japanese traffic controller, who was in Kathmandu Wednesday to teach the traffic police. DIG Shrestha who was at the wheel of a vehicle with number plate Ba 1 Jha 5218, was crossing the intersection at New Baneswor Chowk ignoring the red light when Kiyoshi Baba, the Japanese volunteer asked him to stop. The DIG, used to being saluted by the traffic police on duty, was not spared. Though confronted by a group of angry armed security personnel, Kiyoshi disregarded the threats. He approached Shrestha and boldly demanded his driving license. The latter had none. DIG Shrestha asked Kiyoshi to get into his vehicle and said they would talk about it at his office. He refused to leave his duty. Nearby, a local traffic police was busy saluting Shrestha as the latter drove away . Meanwhile, the Valley Traffic Police has done nothing, not even inquired about the vehicle for brazenly violating traffic rules.

Rules are rules, and should apply to anyone, from the king to a beggar. Such blatent violations of rules by people in authority is even more shameful than done by an ordinary citizen. The Nepalese police, army and bureaucracy is definitely plagued with feudalism. The brave and undeterred action by the Japanese man is an example of how discipline they are and how punishment applies to anyone who breaches the law, in a developed world. We have to learn from this and see everyone as just a Nepali, not as a DIG, not as a King or not as a porter.

I agree fully with World_ Map. Even the worlds most powerful man was put in trial, why can't Nepal follow suit. A law is indeed a law and should apply to be it the begger or the king.

DIG is above the law. The new constitution and Press Act of Nepal will make it illegal to point out that Paras infact flunked and deported from Luther College in Iowa. You will be put in jail for saying that publicly.

SARDAR, you should let the waters calm down first before you step into your boat. you should learn how catch small fish before trying to bait a bigger one. Otherwise your boat just might tip over and dissappear in the sea. the weather needs to be calm if yo wanna go fishing. You cannot go fishing in a hurricane can you ? the social, economic, and legal status in Nepal right now is more like a hurricane. ppl need to think rationaly and not just jump to conclusions.

ohhhhh poor DIG had to pay Rs.50 , bichara probably had to sell his house to pay off such a high amount of fine..theres a limit to sanctions placed on our honorary, respectful , dignified, efficient police officers...one shouldnt be so harsh ni..Rs.50 is way too much..Rs.25 would have been more appropriate an amount, symbolically speaking ( yes i am being sarcastic)

Saley kukkur lai DIG bata hawaldar ma jharnu parney ho. Even then it would be insult to all hawaldars. Kya.... 50 rupiya diyera kam tamaam. I can understand, 50 rupees is probably the going fine for such offence, but for DIG, the penalty should be exponentially more.

What the heck, it's friday. One week sabbatical succeful.:) All right. Enough said. SO the DIG has to pay Rs.500000 for the offence and has to be demoted 7 fold for the traffic violation. Eh? Of course he should be responsible and it is shameful that he was caught without license and violating the traffic rule. Nonetheless, by virtue of drawing parallel, what should we do for a driver responsible for road accident, for all those political leaders who have sucked our blood, and to the king who have sold 'murtis' and to those Maoists who have murdered hundreds? Aba sabai lai example banaudai hidne bhaye saab ko pariwar lai samet sajaye dinu parla ni hoina? What about hundreds who in one way or another, violet traffic rules EVERYDAY; what about those pedestrians who crosses the road oblivious to the "red, orange and green"; what about those officials in government office who takes 1 month to finish a days worth of work; what about so many GM's of khane pani, bidhut, telephone? Heck what about YOU yes YOU and ME, who have violated some minor laws (You: in general hai fer). AND last but not the least, WHO ARE WE to decide or for that matter IS IT RIGHT for us to decide whether a person deserve a punishment 10 fold of his crime and yet others can get away with Rs. 50 fine???? Personal experience: Once I was driving in kathmandu, kesharmahal (to be precise). I did not notice and red light and DANG!!!, was caught by the traffic. He took my license, and I had to pay RS.50 or was it 30, in Darbar marg police station. The bottom line is; let us learn to acknowledge law for what is it, and accept that the measure stick for justice should not be in relation to person?s status. Law is equal to all and sundries. Let us not make someone a scapegoat. He is violated the law, and my take is; with the infamous pictures of him all over the nation in our dailies and online, he has paid more than his share. The point is noted, now shall we move on to fry a bigger fish? He is not some politicians whose resume becomes impressive once on the front page or comes out of jail. Thus his ignominy, though not public, can be imagined. This would be a reminder to all those who abuses the authority. By the way, Mr. Baba did a great job. Kudos to him. IndisGuise:) (No I do not have any relation whatsoever to the culprit. Just in case, feri yaha taaa ;))

Indus Guise, Oh well...you can tell how nepal is ruled. How in the WORLD fools like him can be DIG in Police force where he don't even know the freaking Traffic rules. Shame on Nepali officials to promote this idiot to DIG. Oh well..he might be one of them police who paid for his Diplomas from BIHAR to get promotions in police force. Then that will answer my question... Peace....

Point taken Indisguise-ji. But still, ma bhanchu, the punishment should be more for DIG of police than for common citizens. 1. He broke the law by running the red light. 2. He broke the law by not carrying the driver's license. 3. He broke the law by trying to intimidate Mr. Baba for stopping him. 4. He broke the law by trying to smooth talk Mr. Baba, inviting him to come with him to Thana and discuss the matter. This is not simply the issue of breaking a traffic rule, it is also an abuse of power. Obviously this guy is not the only cop who routinely abuses his citizen-given right, so book should be thrown at him and he should be made an example. This is the only way we can control corruption and incompetence in our bureaucracy/government.

Lamb u dai, Perhaps he did. Tyo ta tha bhena. Aba ke shame bhanne ke nashame. Desh chalau ne neta haru dekhi lera sabai wori pari nepotism le chaleko cha. Aba india ko diploma (bihar) matra hoina, India batai bachya haru le nai desh chalacha. Shame nai ho hami mathi. I can not answer your question but if you woudl allow me, methinks, that DIG must be gettin it from all sides. Regarding how Nepal is being run.. my guess is as good as yours. Oh.. well. :) Chatmandu ji, 1 and 2 direct violation ho. 3, 4 chai probable, ah well.. more or less ho. But if we set an exaple of punishing people as per their status, oh boy, imagine what would be the scenario. It's like saying, people coming back from america has to pay the fines is dollars. $50 bahira ko manche lai, ani nepal ko Rs. kamaune lai Rs. ma. I agree it is abuse of power, and in all probability he must be 'getting it from all quaters, especially in the curent scenario when the authorities must be engrossed in making more of a positive headlines. "Obviously this guy is not the only cop who routinely abuses his citizen-given right, so book should be thrown at him and he should be made an example. " -- > By this account do you agree on making Shere, prakash, girija and all an exaple and (pity Nepal does not have death penalty), let's say life imprisoment without the possibility or parole? I bet the offence or illegal or corruption these people have committed and life imprisonment would be just, if we draw parallel to the DIG's trafic violation and demoting him to hawaldar or making him an example. Mero bichar hai feri. Your point is noted Chatmandu ji. Perhaps bich ko bato tira bhako bhe, alik reasonable hola ki. kaso? Indisguise:)
