Pulchowk moves to terminate missing teachers KOL Report KATHMANDU, June 1 - Pulchowk Campus has decided to terminate the salaries provided to eight of its teachers who had been sent to Canada for studies under government quotas nine years ago and have gone missing since, said news reports. The teachers had gone to study in Canada in 2052 B.S. for three years under quotas provided to Pulchowk Campus, reported the Kantipur daily. But nine years later the college has still not heard from them. The move to terminate their salaries, and effectively their positions, comes after Tribhuwan University?to which Pulchowk Campus is affiliated?asked all the colleges to so do for teachers who had remained absent for long periods of time, according to the news report. ?After they did not respond even when they were informed time and time,? said Assistant Campus Chief Deepak Chandra Neupane, ?the termination has been recommended.? The teachers had been drawing salaries from the college, even when on leave for their studies, said the Kantipur report. According to the report, teachers who go abroad for studies under government quotas retain their salaries during the time they stay on leave for their studies. First the teachers get a one-year leave period and then can get a total of five more years during the whole of their tenure. They can also get three years of unpaid leave. ?We tried to get in touch with at all the addresses we had,? said Neupane. ?? they never contacted the campus once.? Pulchowk Campus authorities said the move to terminate their salaries was being taken after all the total period they could take leave for had run out, the Kantipur reported. The report, however, did not mention whether anyone had been drawing the salaries provided to those teachers up until now. It is mandatory for all those going abroad for studies on government quotas to come back and work here itself for three years. Those not fulfilling this commitment can be made to compensate for the breach. The eight whose salaries are now being terminated also went to Canada making this commitment, said the report. Another eight teachers who had also gone to Canada with them resigned after their leave periods ran out. Increasingly, those going abroad to study on government quotas are abusing the opportunity, the report quoted Pulchowk Campus? Neupane as saying. ?Before this too there were teachers who had gone missing in the same manner.? (yv)

Quite interesting news..... Even the teachers of Nepal have no integrity/ethics... then forget about attacking Pushkar Shah. By the way any idea who these so called teachers are? Are they hiding in Canada/USA? Climax of the news is, for past 9 years, these faggots have been drawing out the salaries. I can't believe. Names must be made sarbajanik. Lau na sathi ho ko ko hun yi nakachara haru?

Yes, let's hear their good names. Also, if they received salaries and perks while they were away, they should be made to return them. On the other hand, why only to these poor teachers? There are so many who went abroad promising to return on a scholarship or a government sponsored trip and never returned. Make the names of those doctors and engineers and professors sarbajanik who went for further study and completely forgot the matribhumi in reality. I am only talking about those who went using the government sponsorship or a government job, through a scholarship, etc., and never returned home. Why doen't the government make their names sarbajanik? Because those powers that be in the government have their relatives all over. They are so afraid that "laharo tanda paharo aune.."

Prem_Dai and Shree5, Could you please do more favor for Pulchowk Campus, since you are in Canada? Please find information of all these 8 teachers (not only this one guy), paste collectively here in Sajha and make a file so that it can be used for furhter information. Collectively, it will be a good effort to discourage such people. We need to know their true faces. ---- OK

पिरीम दाजी, तपैको र मेरो नि टाँस्नी त होला केरे फुटा, क्यारम, कसो अरम ? just kidding ;) OK, that would be a great contribution. However, I also wonder why the authorities from Pulchok Campus are themselves so reluctant to publish the names. Maybe "morally or ethically", it was the worst that the teachers could have done but "legally"- none of them were wrong. Let me clarify you this, what if there were some rules in the TU (or regulations for a particular project like Engineering Edu Project or EEP) that allowed one to be sponsered for graduate studies (3 yrs masters + 5 yrs phd = 8yrs) or so while still being paid their salaries and etcetra ? From my own, I kinda know many of the names but I am not 100% certain abt them (- i am not 100% certain because it is not published officially- not due to insufficient knowledge though). Even if it is to be publicized by somebody other than the Pulchok Campus proper, I think it would be wise if the same is done on behalf of an organization or sth who has an announced objective of doing such things. I have no personal ris-ibi with them. And i believe, no matter whatever the ris-ibis or how it sucks at seeing their faces, such an act should be done in an institutional level. So, in my view, the best thing is to discourage those idiots at the community level, here at, say Toronto, or Vancouver, or Calgary. Expose their deeds in an informal manner, however, to do things of a higher magnitude, i think it should be under an institutional level. Anyway, lemme think about it, OK, OK. keep rolling...

FYI, some of them have already left Canada too. So they came to Canada under the favoritism or scholarships provided by Canadian International Develop Agency (CIDA), went to Nepal, did a few manipulations, and returned here immediately as they were already admitted to universitites. So basically, this time they played with the goodwill of the Canadian and Nepalese govts. Nextly, they got Canadian citizenship (yeh, they still retain their nepalese ones) and because canada is more like a socialist country and taxes are pretty high, but there is a kind of favoritism if a canadian chooses to go and work in the USA, some of them have now played upon the goodwill of the Canadian and the USA governments and are working in the USA as Canadian citizens. But, again, its not only those 9 cartoons. I personally know a few more who are doing their phd or masters in the USA or Japan or Thailand or somewhere in Europe while still keeping their status as teachers of pulchok campus. Whether they will return depends on-whether they will get a better opportunity outside. That is pefectly fine, one has a right to choose- but my opinion is if you are choosing then choose as a chooser, dont occupy your position in the pulchowk campus. some of them are very close friends of mine and some of them have even applied for canadian permanent residency. So, nepal yestai ho sathi haru... keep rolling...

I heard many times that Nepali people who go to aboard for further study, training and research on cost of government of Nepal. These people earn government salary in Nepal and they work in foreign land illegally and earn money as well. And these people never ever return and contribute anything to Nepal after their study or training. The Commission for the Investigation of Abuse of the Authority (CIAA) or the Royal Commission Investigation of Abuse Authority (RCIAA) must hunt them aboard and punish. These people are totally corrupt, irresponsible, immoral and traitor for Nepal. They betrayed Nepal. DO NOT SUPPORT THESE CROOKS IN ABORD.

matrix, the trouble is that the coin has 2 faces. To get the names of the teachers, one does not need to be a sleuth of the CSIS (the Canadian FBI), one can simply go to the Pulchok Campus in Nepal, lets say in the guise of a 'patrakar' and ask them for it, we have every right to access to information (सुसूचित हुने अधिकार). And most folks in Canada do know who is who- so as in the statement above, personally I too know abt almost all of them: maybe so because I am a product of pulchok campus, hence more aware in this issue, well 'probably'. Lets look at the other face of the coin. Have any of them committed a 'crime'? Well, not at all in legal terms. They have skillfully manipulated the niyams and kanoons that even the 7-8 thousand NRs they were shamelessly drawing per month from Pulchowk Campus is perfectly legal. Moral and ethics are well-understood but they have not violated any law. And there is also another aspect. Visit and see one of them- ask about his/her story. "Sir, why did u choose to remain here?" And he goes like "Well, i was mistreated, mis-behaved. I did not happen to the relative of somebody or affiliated to some political organization. Somebody who purchased a certificate from Russia becomes senior than me and administers me. There is no working culture. So, I chose to remain here." His reasons to stay in Canada are exactly like yours and like mine and like everybody's. Look at another Nepali fellow here, most likely he is a "refugee" who has successfully defaulted a few banks, grabbed a hundred hectares of "goothi" land, is a relative of shah-rana or sth like that, comes to Canada - shows an X-ray of fractured limbs and even spine of somebody else taken out from a Nepalese nursing home, or tells that his dad or mom was killed by maoists and tells the officers that he was badly beaten by Maobadi and gets a refugee. Looking at these 'refugees', their past history and current nature, i sometimes get to praise for Maoists. Now, you see, its a 'dharmasankat' whom you are gonna expose. At least, the Pulchok's master saab is staying nicely, is not that a big criminal as this another 'refugee' dude and is much much civilized than this 'refugee'. So, personally, I would support the exposing of these ex-teachers of Pulchowk, provided we form an organization that aims to do such policing jobs internationally. At an individual level, I am sorry, i cant choose to expose the 'bad' alone because lots and lots of 'worse' and 'worst' remain at large. keep rolling...

Well the reality is very simple and straight forward there Whoever he is, he cannot use Nepali as a primary language for communication in Canada so for anyone whose native language is not English has to state English as a primary language for written and verbal communication in Canada. The rest of the other languages he knows becomes second, third (and so on) language. For him to state Nepali as a primary language in Canada there should be several million people in Canada who can understand Nepalese language. For example, in the Canadian province of Quebec, almost half of the Quebec residents state French as their primary language for written and verbal communication and english as second and other languages as third and so on because there are several million people whose understand French and they speak and write in French. This doenst make anyone who speak and write in French any worse than the ones who speak and write in English and vis versa. I dont think there are much serious issues to debate on when anyone states other languages as their primary language of communication when their native language is not English. It becomes much more trickier when: What will the children of immigrants do who have arrived in US or Canada or UK when they were very young or born in US or Canada or UK ? Should they state Nepali as their primary language of communication in these countries ?

In terms of communication language, I almost agree with Khaobadi's logic. But in Canada french and english are both official language. So in the following one, Second language is FRENCH, it means this guy studied in english with second laguage as french perhaps... and he can communicate well in french as well... therefore he writes english as first language while french as second laguage. - http://www.usask.ca/mindfields/db/1/411.html But in this case, a person writes french as working knowledge, meaning he is not expert in french. (working knowledge) - http://www.usask.ca/mindfields/db/4/414.html So, if these both guys go and live in Quebec, then the first guy might write french as first language with second choice as english, since french is predominant there. But the second guy cannot do that. Otherwise, don't write anything like these guys below have done. - http://www.usask.ca/mindfields/db/1/11.html - http://www.usask.ca/mindfields/db/8/208.html Now who cares about hindi, nepalese begali language, they are not even official language. But since Nepalese being not official language yet it's your mother language, it's not appropriate to term it a second laguage... he ba ba... you are not required to say that you have only one first language.... it could be several first languages. Coz Dr karki is damn proficient in Nepali, he can write, read, speak better than english. There is not need to put nepaelse as second laguage for him.. he could have shut off as others did!!!!!
