Hello,
I have a 4 years undergrad degree from a college in Ohio and started MS from this fall, but still looking for job. I saw many positions open in city and county governments that matches my qualification.
My question is since i am in F1, do these city/county govt sponsor H1 and green card things? WHat policy do they have ? anybody pls help me with the ideas.

I have heard that some Govt agencies are exempt from H1B quota limits (meaning that 65000 and 20000 limits don't apply to them). That means they can sponsor you an H1B anytime they want even if the quotas are used up for that FY. Using that logic, they must be able to file your green card too. Now the question is: Do they want to?

Yea, you are right. the govt. univ. and non-profit NGOs do not require to follow that 65k cap for sponsorship. Thats why its simple to get into universities as Post doc or sth any time of the year. But, has anybody seen any F1 guy being sponsored for H1 or green card thing by county or city governments?

Yes, both government agencies and higher education institutions (universities) can and do sponsor H1 and green card. All they need to be convinced is that no citizen who applied for that position is as qualified as you the foreign national. I just heard that a friend of mine got sponsored for green card and appointment as assistant professor in a good university even before his Ph.D. viva. Good for him. When I was in Florida, I had a floormate appointed by the county government and got his green card.

thanks a lot. Was your floormate on F1 visa too? my i know what kind of situation he had, like just graduated and on OPT, or enrolled in a degree program etc.

Yes, he was on F1, and acutally, the guy had just graduated and on OPT. He was planning to start MBA if he didn't get a good job. He had just finished MS in IT. Natuarally, you know now, he was an Indian.

As far as I know, Counties don't sponsor you, coz when U are on F1, you are not authorized to work and if you got the DHS authorization to work for a year, I believe thats not gonna be too long. Coz, your work permit will be expiring.
I also have heard that you gotta be on status until you have an interview with those federal guys. Anyways, I m pretty sure that changing from F1 to H1 is pretty easy. I know a few guys who changed their f1 to h1 and got a green card in no more than 6 years. Indian organization take money and sponsor you for H1. Thats gonna be my last resort. Or else, DV...hahhahaha

THank you for sharing your ideas. However, what you mentoined is completely different from other people's replies (see above). If the county and city govt. do not sponsor H1, then i was wondering why they have the provision of "quota exemption" for govt.m university and non-profit insitutions?
