For "sasto lokpriyata" Maoists have come up with the idea of "ethno-federal republic", guranteeing the auntonomity for a particular ethnic group within their base area.
But I think it has extremely difficult implications rather than good ones.
1) It may embark ethnic conflicts. Living together for so long period of times we may have some maladies against each other. When a certain area is specified for a certain ethnic group, then these maladies are gonna surface. Imagine going to a particular area where you are harassed anyway or other simply that you've a different last name. And, this is cumulative.

2) Not all ethnic groups are educated and trained to run the system. How could they run if majority of people do not understand what democracy really is?

3)And among others, fight over virtually everything, natural resources, area disputes, life hard for minorities in certain areas, fostering large scale migrations.

This idea seems absurd and horrible for me.

The solution is not autonomous democracy, it is participatory and inclusive democracy. Certain level of positive discrimination must be done, and various seats must be reserved for the minorities so that they can cross to the threshold to practise democracy.

Rather that dividing the areas according to the ethnic group concentration, they have to done according to the level of development. Efficient budgeting must be to bring a sort of infrastructural homogenity.
