BIRATNAGAR, Sept 19 - Vice-Chairman of the Council of Ministers Dr. Tulsi Giri Monday said that the Constitution could not be relied on to resolve current crisis facing the country.
Addressing a gathering of the government nominated District Development Committee officials in Biratnagar, Dr. Giri said, "The government need not follow the present Constitution [Constitution of the Kingdom of Nepal 1990], as the political parties who formed it have already removed the term 'constitutional monarchy' and accepted a republic and Loktantra."
Dr. Giri, who was appointed Vice-Chairman of the Cabinet by King Gyanendra through Article 127 of the Constitution, after his [King's] Feb.1 royal takeover, said, "The Constitution has always been an obstacle towards resolving the crisis."
Dr. Giri also said that the government failed to take "action" against Kantipur Publications due to certain provisions in the present Constitution.
He said, "We failed to take action against Kantipur due to a provision in the Constitution which bars us from annulling the registration of the newspaper."
He, however, did not mention what "action" the government was ready to take against Kantipur daily.
"We can only sentence the editor and publisher to a two-year jail term," said Dr. Giri, adding, "but even then they could be released on bail."
