I have read many interesting point of views in Sajha. I think we all now know what is the real problem in Nepal. So here are my two cents worth of suggestions. When first time I heard the news, I was very sad of loosing rights of freedoms and liberties in Nepal. However now this is the reality so I hope I can express some of my thoughts... I am sure most of us agree on these points.
1. Assuming King took this options to create a peace in Nepal -
Start immediately program to win heart and minds of oppressed people in country side. First and most give opportunities to "Dalit" and "janjati". Promote their culture, language, education as well as welfare at country side where majorities of them live. Prevent youths being recruited by Maoist, the only way to accomplish this is to engage with them either by employment opportunities within the country or abroad or engage them with other educational programs that brightens their future. Same time, start negotiating with Top Brass of Maoists Leader as it seems to be that it is very hard to win the war with Maoist at present context. At least make it seizefire on both sides.
2. Assuming HMG wants to curbe the corruption-
Start immediately list of people who served in political posts and as employee. Find out what was their properties prior to serving the country. Compute their government income from salary, bonus and other legal perks. Anything above the reasonable amount collect it in special Revune account that will be invested to improve the country side where we have the most problem with Maoist. These monies should be invested on those areas where our infra structure is just remains as it used to be during Prithivi N Shaha's rule. The guilty party in corruptions should be punished so that they will not be able to serve again for Government. Do not spare the special connected to Royal as well.
3. Assuming HMG wants to preserve Human Rights-
Start appointing human rights representative from International Communities and have them embedded with each security company. Also have Journalist embeded with them and have them write about the true news only. This will reflect the transperencies, No foul play.
4. Assuming HMG wants to give back Democracy to people-
While continueing reform in Good Governance start releasing all political leaders who are not guilty in corruption or crimes. Have them fair trial. As long as they remain peaceful, have them say what they want to say to about HMG and let people know that what they stand for. Ultimately it is the people who decides the future of country. Warn them that if there is a violence, they will be responsible for it, and it is HMG's work to curbe the violence. If HMG goes against the political parties there is greater chances of more blood sheds, as they are like to have working relationship with Maoist. In the event of some progress in peace and corruption control HMG must plan on Election where people will decide to elect their own leaders, after then King must return to Royal Palace as Constitutional Monarch.
5. Assuming Leaders are faithful to People-
You must bring reform in your political parties, must eliminate corrupt and criminals from your parties leaderships and workers. Must educate to your caders the politics is not for money but for serving country and people. You must eliminate those leaders who are spreading hate on the basis of religions, race and ethinicities. Political parties must try to represent diversities of people. You must avoid having working relationships with Maoists, as their tool is violence to gain the power. Ultimately it is the people that decides the future of parties and leaders so make happy to people first.
6. Assuming People are Looking for Justice, Freedom, Liberties and Peace.
Nepali must unite together to fight for justice, freedom, liberties and peace. This is a time to think independently how we can achieve all together again. We must continue to respect each other despite of our ideology, religion, ethininicities. We must eradicate our evil social systems where we mistreat people based on their caste, religion, ethnicities and and status quo. In realities we are limited to our power, but we are not tied to speak out for these social reform which ultimately helps us to restored our democracy.
