I also received same type of letter from IRS. When u called IRS to their toll free number at the beginning they will give u option about ur letter type . I exactly forgot the type of letter but u can check your letter type which is on the top right side begins from LTR...........
If u received a letter among those two types. u dont have to call them just go to www.idverify.irs.gov . But if your letter is not among those two types u can call them, they put u hold around 1 hours and ask u simple questions like what is your previous address? what model of car you drive etc.I already received my refund.so, just call them .

For LTR 5071 C you dont haave to call them, just go to www.idverify.irs.gov to verify the information. To make sure call their toll free number and they will tell u if u can verify online or not. You dont even have to talk them they automated service will tell u . Im pretty sure u can verify online.

I got the same letter couple of weeks ago.
I called in and my wait time was 2:15 mins( I m serious) and then he asked me lots of questions like my previous address
and he asked me what was the amount on last years tax return on page 14, 55, 85 etc.
Its been more than two weeks but i have not received my money yet.
I will keep you posted if I got my refund...
but make no mistake, its because u an I provided two different addresses on our taxes of 2011 and 2012

Update: Riddle or BT added a theread : "What do you see". What ever your brain ready to see , nothing else you see on that picture, once your mind is settled on one picture , that is the end of story. You will not see anything else no matter how many times you looked at it.
Same theory applies. You are seeing only one way.
I read same story on web, non of them came forward to say this is the number to call. What if the number to call is a fake number ?
Someone mentioned that it is a thrid party website: then WTF the site is doing not giving their own identity, but still using IRS small logo only.
We are just trying to aware you: look before you jump.

200 times,
I tried idverify.gov but didn't work. Now it locked me out saying identity theft have been attempted from my informations. Now the website told me to apply paper filing. What should I do?

Rule of thumb:
Never give any information to any link that directly asks your personal information. Always go with proper website.
I tried IRS web to verify something, I did not find to verify it. So you already put your information 200 times?
When you ask a question: most of the time you have to provide a little detail information. Is this your first time filing?
Is this your first time e-filing? If so, you have to call and get pin number.
Did you file e-file? Did you get a rejected notice?
Just to conform: the letter was legit, call IRS, find IRS number see if matches (you can check if the number is fraud). Have peace of mind about the legitimacy of the letter and your information were secured.
Call IRS : then do it as the agent says. If you have done your taxes online, you have to submit all the prints ( Federal and State ), attach your W-2 Forms, signed as a self-prepared.

I dont think this is a scam.IRS provides this website when u calll to their toll free number and I got that toll free number from the letter.
And the letter clearly mention my name ,address and social security number. if they are tryin to steal my identity and lets assume that letter is fake why they provides my SSN in that letter?
And regarding that website if u click exit it takes you to IRS website homepage.And this privacy policy says
